California state Department of Water Resources seems to be the ones to blame. Where were they when the lakes were empty and the water was low enough to easily mend the broken spillway? I guess the monies were more needed to build the train to nowhere.

And sanctuary cities, illegals, etc.

Must be something in the Kalifornia water that causes things to take a dump. They will blame that on Trump as well.
