Looking at Google maps, there appears to be other outlets for water flow on the Turkish side. There is a dam just above the Syrian border that is probably releasing water slowly. Not allowing the Tishan Dam to get enough water to operate.
In looking at Google maps, it appears there is a border wall between the two countries.
