The EPA has old dry washes, small creeks navigable...they may only run for summer rains if at all and that has to be an considerable amount of rain.

I can see no reason why they couldn't regulate your bladder as a navigable waterway if you catch raindrops on your tongue.

One of the problems was man-made drainage ditches running through properties. The criteria went from "navigable" to every drop I see and if they added soils to the criteria.

Believe it or not, they were discussing what was navigable "in fact" during the first developments near Bufffalo.
