Who brought these people up to the border so they could cross 'on foot' to that area?

Looking at a map - Minneapolis is around 6 hours away - by vehicle. Fargo - 2 1/2hrs. Grand Forks, ND around 1 1/2. Greyhound goes as far north in that state as Grand Forks.

Someone is getting them up there....cars, taxis, uber, walking.

Excellent point. The temps are well below freezing and even a well dressed person cannot survive a several hour walk.

I’ve gathered, from other articles, these “immigrants” are from the Minneapolis area. The closest province would be Ontario, but they are picking Manitoba.

Looking at a map, interstate highways run directly to their drop off point in Manitoba, and roads going directly north to Ontario are scarce.

So yes, they are being driven.
