The last time Congress enacted sweeping immigration reform was back in 1986. That bill, signed by Ronald Reagan, looked a lot like the proposals being put forward today. There was a path to citizenship for existing illegal immigrants, coupled with tighter border enforcement
It’s difficult to “succeed” at something if that isn’t actually your intention...
No wall.
IT didn’t fail.
It worked exactly the way the Democrats intended.
It created a bunch of new Democrat voters, and started a new wave of illegal immigration.
Oh they got the $$$ for a fence, but that deverted for some project, whatever.... Can you say FRAUD ,,,,
If we give criminals an incentive to continue breaking the law, again, then the next effort is doomed to failure. That is why the Ctrl-Left is so insistent on "comprehensive reform".

None of them charged our immigration agents with inland enforcement, went after businesses employing illegals, and did not even always return illegals caught on the border.
At least one of these nimrods ran for office saying he wanted to grant amnesty to all illegal aliens, this causing as many as between 2.5 to 3.5 million illegals to cross our southern border in the 2000s.

President Trump needs to announce that ALL immigration laws will be enforced and that anyone identified as an illegal alien WILL be deported. Start with those that publicly snub Americans and the law. Arrest and immediately deport them.
And the way a lot of Republicans in Congress wanted, though they were more interested in cheap labor than in future voters.
It failed because President Reagan trusted the democrats to do their part to tighten up security at the border and as usual they lied.
It failed because the enforcement mechanisms were never fully implemented thanks to George HW Bush.
The border was never secured thanks to him and his son who had a golden opportunity after 9/11 to get that done.
What we ended up with is 10 times the number of illegal aliens and a general disregard for ALL of our laws by foreign nationals.
There was a bipartisan plan to force us into another amnesty by flooding the country with illegal aliens.
Alexander, Corker, Flake, Graham, Hatch, Heller, Hoeven, McCain, Murkowsky and Rubio all voted for the Gang of Amnesty and should be removed from office.
It was George HW Bush’s responsibility to implement the enforcement measures and he never did.
The treason was bipartisan.
It is what the Democrats do to get what they want.
They get their end upfront with empty promises to fulfill their end of the bargain later. And later never comes.
They do the same thing on tax increases/spending cuts. The taxpayer gets the tax increase but the spending cuts never happen.
that’s easy. it failed because it was an amnesty.
And, at least one of them wanted a "new America". One where spanish could be heard on every street corner. Now I think I know why GW never criticized Obunghole - he was succeeding where GW had failed...

The idea was the border would be secured, tough immigration laws passed, those that had been here for a period of time (I think it was 20 years) and could show they had been working, upstanding people could qualify for citizenship. The reasoning was to actually solve the border issues that had become out of control under Carter.
The border was not secured. The same failed policy that Carter had in place remained, mainly not having Border Patrol on the actual border. At first it wasn’t too bad because there was some more manpower added, but after the first Bush took office, not so much.
Tough immigration laws were passed but when they were enforced in a meaningful way people got up in arms that the laws were too tough, not fair, ETC. So lax enforcement became the norm, and continued up to Obama where enforcement was a complete joke.
Citizenship for illegals turned out to be a huge scam. To qualify they were to present notarized letters from employers or other proof they had been working here, living here the required time. False documents allowed many illegals to become citizens that did not qualify. Surprisingly many who did qualify did not apply. When questioned most of them were happy with the way things were but their biggest issue was they did not want to pay taxes!
This is why when politicians bring up “immigration reform” or a path to citizenship we will not even begin to go there. Those of us living on the border have been there, done that, and have the t shirt.
And equally because President Reagan was succeeded by GHWB, who was the president who began the practice of mostly non-enforcement after the 1986 'comprehensive reform' of immigration.
Because congress did not secure the border. Carter also tried and again congress just kept the border open
