Absolutely. Congress is a legislative body, not an investigative one. It is horrible at investigations. A grand jury is the right way to go. Yet, President Trump has demonstrated a political cunning that seems to exceed even Obama's (who, I have to concede, was reasonably cunning.) So I do not think that President Trump will let ANY tool go unused.
