Not exactly. Tito's Yugoslavian government was allied with the Soviet Union during WWII. Afterward, Tito wanted to tread a more independent path. There was a schism in the Yugo communist party, and Tito won. Planned slap-down by the Soviet Union got derailed by Stalin's death. Post-war Yugoslavia considered itself non-aligned, and did not host any Soviet troops.
