I believe Tom Price can make those make a lot of changes now. Why not make “administrative changes” now? No need to wait.

The order of priority is not so much a dependency issue as it is a logical issue. Certainly Price he could institute regulatory changes at this time, but whatever regulations he does propose to be adopted would have to be consistent with whatever the current law may be––and the plan is to change the law.

In fact, the proposed bill would make many changes to regulations adopted today that would only have to be changed very shortly if the proposed legislation passes.That would be very confusing to the public, and the media would have a field day. Now if the legislation doesn’t pass, he could still adopt corrective regulations which I’m sure he would.
