Limit the free stuff down to enough for two kids and only allow for this two out of five years with benefits.

Actually this has been law (welfare reform) since B. Clinton signed it into law in 1996 but you know how them freeloaders always find a way to get something for nothing until they are busted and thrown in jail. I do remember the dems quietly rolling back some of the reform later on but as far as I know the 2 baby 5 year max part is still in effect.
They will work harder at scamming the system for free money rather than work half as hard for earned money. It’s just how they think and how they were raised. This is not race specific either. It crosses all lines.
That was the stated purpose of the 1996 welfare reform, and for the most part it flopped. While it brought down the urban black birthrate, it just reduced the number of unwanted, unloved bastards required for the free sh!t - and I see no indication that the 5 year limit was applied. I suspect they just re-named the freebies and continue offering them as a way of life for multiple generations...
