I like the Rand Plan but all those things cannot be done thru the budget process which is now underway. Some things like cross-stateline selling will require new legislation but I think most of it is in here:

A vote against the Ryan plan is a vote for Obamacare, for planned parenthood funding, etc.
If it’s on the WH website, why is he pushing RINOcare? It doesn’t add up.
