Other counts had 25 from the freedom caucus opposing it. Whether 18 or 25, when added to 6 other Republicans, that left only 208 to 215 votes in favor. With all Democrats voting no (look at that party discipline !), Republicans could only lose 23 votes and still pass it.
It is apparently too heavy a burden for Republicans to carry alone. They need a bipartisan bill. That means more compromise with liberals and a less conservative bill.
