Governors have the power to call up the militia in their state.
The President can call up the militia nationally.
The Congress has the power to call up the militia in the Constitution, and they delegated the power to the President as Commander in Chief, in 1795.
The power of the President to call up the militia has been upheld by the Supreme Court as late as the 1980’s.
Thought the cases involved the National Guard, the militia consists of all men capable of bearing arms. The president could certainly activate them when needed in a national emergency.

This is a significant political fact, considering that some commentators have actively wondered about a military coup against President Trump, and that there are, literally, millions of well armed, unorganized militiamen that would likely answer the President’s call.
