POTUS is the ‘executor’ of the Laws of the United States. In specific circumstances, s/he can ORDER a detainment or arrest that transgresses the Federal Code.
S/He can direct the Federal Attorney to detain and depose anyone for 24-hours (limited under habeous corpus rulings and “Miranda” accommodations) to determine if a crime has been committed.
