As others have pointed out you have the timeline backwards. 9/11 was in 2001 and the Iraq war started in 2003.
9/11 was part of what emboldened Bush to make the case for going into Iraq.
My point is there was stability in the ME until Bush 1 started his nation building then his son finished it. Bush 1 got Hussein out if Kuwait and weakened him severely. The Bush 2 finished him off. Al Qaeda rose up without a dictator there to stop them.
