Sad - Holy Thursday is the birth of the priesthood. Washing of the feet is to do what Jesus did. It is a holy rite to commemorate this - priests washing the feet of parishioners.
I guess others can wash feet if they want - anywhere they wish. Doesn’t get the symbolism they wanted.
