Yes, apparently mass incarceration of criminals doesn’t reduce crime. Yet the *expert* quoted didn’t offer up an alternative. My guess is art therapy.

Yet the *expert* quoted didn’t offer up an alternative. My guess is art therapy. All the “elites” he knows live in gated communities and are surrounded by security guards for protection. He doesn't know anyone who is a victim of crime. The only illegal aliens in his life raise is children - perhaps?
