I have an idea, just do what the govt is famous for: red tape. Delay sending money until all requirements are met. What requirements you ask? Well that is an issue isn't it. As the IRS has demonstrated, the govt cannot be held to any standard. So just look at all of the forms and request clarification and lose stuff.

While we're at it, do a complete audit of past money spent and see if money sent was used for purposes so directed. Since accountability is more important than results, this should take a few years or more. Just always remember, the govt is here to help.
