As a former federal budget officer it is refreshing to find such naive views such as the one you just expressed. By ratcheting up the 2017 baselines, the spending increases become built in. Trump's 2018 cuts won't be to the now higher baseline, but to the rate of increase for 2018.
For your edification, a “cut” in federal parlance is a “decrease” in the rate of increase.
The higher baselines matter very much, but as long as the peasants continue to toil, all is well.
