FReepers would love to see the bloated, out-of-control EPA cut outright. Frankly, I would too. The resulting outcry, however, would get the cuts rescinded. "Trump wants polluted water!! Trump hates the environment! Think of the children!!!", etc.
So how to get rid of it? Well, first you get rid of the most odious regulations. (check)
Then you cut the budget substantially (check) and put someone in charge that will enforce working standards (check). People - mostly in make-work bureaucratic jobs, and not wanting to actually PERFORM any work - start to leave in droves. (not yet, but then it's not been too long. They're still in the denial/complaining stage.)
A couple of years down the road, the now-toothless agency is left to wither on the vine. Or, it de-evolves into a smaller agency that performs the functions for which it was originally intended. Going away completely would be preferable, but I'd accept the latter.
