The Neutron Bomb is alive and well!
Even "ordinary" nuclear ordnance (at least, up to 100 kt) could be deployed in N. Korea without significant risk to our boys in the South. That's not even considering the use of air-bursts.
Any further objections?

Neutron bombs wouldn’t help.
They kill people and leave structures somewhat intact.
The South would still be harmed.
