I have never in my life been able to stomach congressional testimony. Even the Nixon investigations, couldn’t stomach it. Too much grandiose bloviating, they never get to the point.

So Mark Warner is giving a summary of what HE deems are the facts - no need for Comey to testify or for any other evidence.
Apparently, President Trump ran the Russian hacking from Trump Tower.
