I drove by a “Help Wanted” sign yesterday...Licensed Electricians, $47.56 per hour.You didn't see that sign in central VA. Electricians are lucky to make $25.00/hr.

The key word is “Licensed”. Many licensed electricians never pick up a tool. They just “sign off” work as being up to code.
