A terrorized people are easier to control. A terrorized people won’t we focused on the nefarious activities of their own government.
They need Islam because they need an enemy. People aren’t going to willingly give up their freedom ubless they believe it is necessary for their own protection.
It is pretty simple actually, and a tired trope.
