JMHO from personal observation...
The key there is “without restrictive *federal* regulation.” The states are very jealous about *their* regulation of insurance companies. Which varies tremendously between states.

President Trump has repeatedly mentioned the free market with respect to this process, and, furthermore, wasn't the House Freedom Caucus supposed to be the ones who were the guardians of the conservatives on the House side? Didn't they insist on free market features? Or were their "Yes" votes a sell-out?
In any event, the "holdouts" at the moment are the equivalent of the Senate version of the HFC (Rand Paul, Ted Cruz, and a couple of others), so can't we count of them to make sure such considerations are incorporated?
We have to be realistic about the magnitude of the Republican majorities in both the House and the Senate. It will take several cycles of the election of pro-Trump legislators before anything ideal could be done.
Just as the House did, I'm sure that some will want to make the perfect the enemy of the good, but I have no doubt that whatever does pass is something the President will want to succeed and be liked. I completely dismiss the notion that he simply wants to get anything passed, because he has no interest in being blamed for a crappy law—a signature law of his administration—anyone who thinks otherwise simlpy doesn't know this man, and is denying the contrary evidence of their own eyes with respect to what he has done thus far in his brief administration.
President Trump doesn't like unsuccessful projects, and although I'm sure he's had a few, it simply naive to think he will be happy with anything less than a significant improvement over what exists right now.
The President's actions on the Paris Climate Agreement alone are an unmistakable sign that he's taking his campaign pledges seriously, including those relating to health care reform and draining the swamp...

By the way, criticizing does not equal “bashing”. I don’t wear 500x goggles, unlike some others. When he does something boneheaded I criticize it. For example arming wahhabis is idiotic.
It's the height of cynicism, and not supported by well-established knowledge regarding the tendencies, grandiose vision, and legendary tenacity of Donald J. Trump. Indeed, quite the opposite should be expected given virtually everything we know about the man.
Of course, it's Congress that must create the legislation, but I don't believe the President will sign a piece of garbage that will hang around his neck, just "to be done with it". If he does, it will be a yuge mistake, and he'll pay dearly for it.
In any event, the fact that you'd flippantly ascribe such motives to President Trump—given what we've seen from him the last 2 years—certainly makes me wonder about your opinion of him, because I don't see where he's ever had such mediocre motives with respect to anything he's ever undertaken. It clearly not something that commonly shows in either his character or actions...
Maybe you missed it. Yesterday Trump said he wants the Senate to “add some money” to their health care plan because he wants a plan with “heart.”
In May when the House produced a bill he said “Big win in the House very exciting! But when everything comes together with the inclusion of Phase 2, we will have truly great healthcare!”
Neither the House nor Senate bill repeal ACA. But he’ll gladly talk it up even though he promised repeal and replace. Both these bills amend ACA. The Republicans have thwarted him. Ryan’s three phase strategery extends into the next Congress. That’s a recipe for failure. There’s no guarantee the Republicans will hold power. The Senate plan phases ACA out over 7 years. Congress has produced garbage. Trump shouldn’t go along with it.
You are right on all counts.
My point is that to truly erase the obammanation legacy will require a lot of work as he left office with this country in BAD shape
