Well said. We have the House and Senate and those idiots STILL can’t get anything done. Don’t they realize that a win for Trump is a win for their own party?
Your options (currently) are complete garbage (ACA) or more palatable garbage (this). A true repeal isn’t going to happen unless Republicans pick up 8+ seats in the Senate and probably 5-10 more in the house. This also needs to pass in order to get to tax reform, which is a far more important issue than a true repeal.

The last thing President Trump wants is some crappy Obamacare replacement law that he'll get blamed for. This will be one if his signature pieces of legislation, part of his eventual legacy, and he always wants to enhance the profile of his brand. He always wants to win.
