Step 2a. Soil numerous underpants several times a day. Bonus for how many times they get you a new chair.
Step 2b. Take numerous vacat...um, SICK days while still getting a paycheck.
Step 2c. Disgust and disrupt coworkers so much that they do your work for you.
Step 2d. Promise never to retire.
Step 2e (to be completed): Sue for $10 million when they offer you early retirement.
Up here bureaucrats are offered judgeships when they age to fatten their state retirement. Get better bennies.
