Well, that's right. China isn't going to seriously negotiate with Trump when the entire US government is busy giving the world the impression that Trump might not be around in a couple of months.

I think a clear statement to the effect that if Kim's tests continue, the US will support Japan in their deployment of a full and credible anti-NK nuclear deterrent would be the way to go. China has been trying to punish South Korea over THAAD because they think the system might prevent them from responding to a potential Japanese attack. For domestic political purposes, China has never been willing to let WWII come to an end.
