That’s true but he can also cut off bailouts to the insurance companies,the law suit started by the congress claiming Obama did not have authority to spend taxpayer money for bailouts only congress has spending authority was won in May.
Trump has continued making those payments on a monthly basis,but he can cut them off tomorrow if he chooses,the only reason he hasn’t to date is he was using it as leverage to get the repeal,the democrats called his bluff and said,go ahead cut off the money,we will blame you for people losing their healthcare.
President Trump has now tweeted today that if they don’t get this repeal passed he IS going to cut off the funds

I have no doubt you’re right, but then I look for a judge to say he can’t cut the payments off. This is no longer a nation ruled by laws.
