I like Border Collies but they need a lot of personal attention. If he's going to pick a herding dog I'd go Belgian Malinois (non-Military lines) or maybe go with a hound, a Beagle, he seems to like them...

His best move would be to home a shelter dog/cat. Trump is a high rise city dude. I would not care if he did not want one. He is not a pet person. Let that mortar forker work like he wants to.
