If the police and National Guard knew that, and they should have been expecting it, it should have been their job to keep sufficient DMZ between the groups to avoid major violence. Let them close enough to yell at each other but not close enough to do mutual harm. This was done very effectively at last year's party conventions. There are good models to follow.
