In a sense the police were put in the non win situation

If the Police have NO confidence in their Mayor/City Council/Dept Heads etc then why get your head bashed in when you will eventually end up getting blamed if you use force to quell things.
THAT Said, quit drawing the paycheck if you are not willing or able to DO YOUR JOB, which sadly enough, includes protecting the citizenry from itself at time.
According to Wiki, Charlottesville has a population of 48,000.
This means it likely has about 50-75 cops (errrr....bodies with a badge and gun).
In a college town, it’s guaranteed that a large percentage on those cops are women, gays, trannies, overweight folks, 95lb women, whatever.....affirmative action at it’s peak!
It’s also guaranteed that their (the cops) boss is some wet pants liberal and his boss, McAuliffe, is, like his best friend Obama, a communist.
So, maybe the cops had half their troops that would/could FIGHT because make no mistake that is what this was...........one big FIGHT.
McAuliffe, the Mayor, the Police Chief and their Union master, ALL DEMS, just were not going to play Alamo that day!
So, PC killed that young girl just as sure as the sun will set tonight.
Now, “The Left”, taking their cue from the Democrats “the Russian’s did it” cover up are screaming that “it’s the white guys fault” when all the facts seem to be pointing the opposite way and in particular to a cowardly police force.
When that cop told the reporter “we are outta here because it’s too dangerous”................no shit! 1,000 people fighting with all kinds of weapons including cars IS DANGEROUS! When a town allows it’s police force to deteriorate to whimp status.................Hiding and running is what happens. It’s nothing NEW.
