Checked wikipedia...looks like Trudeau's Party got far more seats than any other in Quebec.I'm not sure if that means he “won” Quebec.If it's a question of which “candidate” gets the most votes among those elected to Parliament it would mean that he won it.

Canada has a parliamentary system of government. The party that has the majority of seats (think House of Representatives) forms the government.
There are 78 federal ridings (seats) in Quebec. Trudeau's party won 40 of them with the rest going to the other parties.
People in Quebec are just as dumb as the rest of North America. They voted for a pretty boy with great hair. They ended up with a dilettante who is in way over his head. The next election should settle his hash.
Interesting fact: In the 2011 election the liberals won 4 seats out of 91 west of the Manitoba border.
