Ah, FBI thought crime. Someone spouts off in a bar about a store/business/bank/whatever that ripped them off, and wanting to blow them up. Soon, the FBI is pushing him to do it, supplying van, fake explosives,everything. Once he hits the button, Ta-Da! We have a crime! Look what we prevented. Give us more funding.

1) recruit a dumber stooge lacking military skills or a paramilitary support network;
