With a Republican in the White House, the anti-gun-control lobby smells a bit of blood in the water. Now is the time, they suggest, to pass national gun-licensing reciprocity laws forcing gun-restrictive states to recognize permits issued by gun-permissive states.
The way this is phrased sounds nice and totally unobjectionable: this bill sounds like it's just saying people should be left alone.
The problem, however, is that the drive for mandated reciprocity is essentially a drive to increase federal involvement and federal control in the realm of gun policy.

Nope, 2a is already national in scope. All this does is force compliance by the states.
If they are for less federal meddling, target non enumerated crap that actually are states purvue, like marriage and abortion.

From just this text, that appears to be true. Later jurisprudence (Supreme Court) interpreted it differently however, sufficiently so that a Constitutional Amendment was considered necessary to change things in the post Civil War period. There are "some" anti-gun sorts who contend that even said Constitutional Amendment didn't "incorporate" Second Amendment protections universally until very recently with the "Scalia decision". And there are those who contend that even the Scalia decision doesn't apply universally.
Do individual states have a right to regulate free speech separate from other states? No. So why are individual states allowed to legislate Second amendment rights?

After the 14th Amendment, all of the Bill of Rights applies to the states as well.

Concur. Congress does have the final authority specifically enumerated in the Constitution, but AFAIK, they have NEVER exercised it.
