You are correct. There are many ways to get rid of Civil Service Employees. Transfer them to the Anartica or somewhere else just as pleasant. Change job rules. Kill them with regulations they cAn’t possibly comply with. There will be some legal matters but they can be overcome. Consider Obama was paying these people “top rate for nothing”.
