They passsed a resolution under the war powers act that did exactly that. We don’t do DOWs on non states, because that elevates them to the status of a state. SCOTUS has ruled many times that a congressional appropriation is equivelent to a DOW.

I am glad hearing what Trump said in his speech. It is the exactly right policy at this time. Obviously Trump is a very smart man and will win in a landslide in 2020.

Again you are missing the point. Terrorists do not have an address. You cannot attack them directly. They are all over, disbursed among population. This recent attack in Barcelona was ONE TERRORIST CELL, living in Spain for a long time. Their common thread was ideology of extreme Islam. They were living in many houses. They did not put their names in yellow pages announcing where they are and who they are.
Only effective method to control Islamic terrorism is to destroy whoever is giving them sanctuary. Taliban has the same ideology as ISIS. They were ruling Afghanistan in 2001. They gave sanctuary to Al Qaeda and Bin Laden. The actual terrorists were hidden in caves and we could not find them and kill them. So we attacked the Taliban regime and destroyed them.
Back to Trump’s policy of a military surge in Afghanistan. It will stop Taliban from regaining control. Which will stop more terrorist training camps there.
There is no FINAL winning with radical Islamic terrorists. It is not a country like Germany or Japan which we can attack and defeat. It is never a conventional war which ends in a final win for one side. In India the Islamic terror began 1400 years ago, and it still continues. Only thing the Indians can do and are doing is stay alert and kill them when they arise, and keep it to a minimum. There are 120 Million Muslims in India. But there is lot less terror murders in India than in USA, France, UK, Germany & Spain. Because the Indians have learned how to keep radical Islam under check.

Well, there you go. India has learned to keep the terrorists at bay. That’s what Afghanis need to do. When Pakistan split off from India it’s a shame every single Muslim didn’t go and stay in Pakistan. I don’t think Trump meant completely eliminating all the terrorists when he said he was going to win, but after sixteen years we need to eliminate as many as possible and the Afghanis are going to have to take care of themselves soon, and that’s what I believe he meant.
India can do that because the economy is 50-100 times larger than Afghanistan.
I’d like to see him use at least one nuke, if for no other reason than to watch the anti-American libtards melt down.

The "all other necessary resources" would include thermonuclear weapons.
