“Enhanced Punishment” should be on the spot. Looters should not be arrested and they should be stopped from further looting. During riots and disasters once long ago in a more rational world, “Looters will be shot” was the watchword.

Gamaldi said that no one was injured in the incident, which occurred Monday afternoon. Right there is the problem.
Those *looters* need to be taken out. For good. They are murderers.
One resident had a stark warning to potential looters, “You loot, I shoot.”
THAT is the way to deal with it.
