Plus, the nurse refused to take his blood. He was not in a position to insist nor go to someone else who would do it.

Not even DOT would have a case, let alone make one.
Why would anyone try and come up with an argument when their own lying eyes showed what happened?
An officer of the law misusing his authority to assault an innocent nurse fulfilling her duties as the hospital proscribed (she had a supervisor on her cell phone telling her not to do it). It’s all in the video.

Plus now, he’s dead! He did not survive his injuries, so I’d say “blacklisting” isn’t really of any interest to him any longer. The only thing that may be “surviving” now is the lawsuits against the Logan PD for the chase that resulted in two people dying. If SLCPD has any involvement here, it may only have been to help the LoganPD cover their asses.
