Yep, but the detective has further “CYA”: he also says he was trying to help the innocent victim truck driver by establishing a “no-blood alcohol/drugs” “chain of evidence” by doing the blood test. (Prevent a lawsuit by the chase perp’s lawyer against the trucking company). Weak, I know.
