Which is why they should be over 18 before they’re allowed to start mutilating themselves. They should never be allowed to mutilate themselves. The desire to do so is a defacto Mental Illness. They automatically lose the right to act on their own behalf because they are legally not of sound mind.
Common sense has been turned on it's head since the 1960s.

I'd go further. Medical mutilation
at any age should be against the law, because it is a serious violation of medical ethics.
Any surgeon who would treat a mental/emotional condition ("dysphoria") by deliberately mutilating the patient's genitals should lose their license to practice -- at least. I would call for jail terms for felony maiming.
