When the government opens a dam and floods a neighborhood, it only makes sense that tax money is used to clean up.
and much of the water “management” is done from government projects. The rain does not simply drain “where it decides”. And some of the plans for that water “management” have changed over the decades which is why some areas that didn’t use to flood do now.
