Or have the city reimburse the federal government, from the pre-distributed grant proceeds, for additional federal enforcement needed as a result of their lack of cooperation, so that the net distribute grant proceeds to that city is something close to that $1 you suggested.

What type of reaction would happen if Sessions decided to arrest all LEs involved in Obstruction of Federal Law. They would concede. They would never take a chance of losing their job and money. Do it Sessions. Let it all fall on the elected officials. They don’t want to lose their positions either.
Bush 2 did just as great a job as his father, I would say Roberts is worse than Souter the healthcare betrayal was as bad as it gets!!! The term “grant” indicates that the money is not a sure thing...
The larger question is, can the Justice Department enforce the law? Why not just enforce immigration law and sanctuary cities will disappear as a matter of course. Can’t they figure that out?
Maybe the judge should look up the definition of the word GRANT. I don’t see the word ENTITLEMENT there!

For the record, I've known 80 year olds that couldn't know day from night; others that, when engaged in conversation, we're as calculating as a chess grand master.
I abhor all this legislating from the bench, usurping UNCONSTITUTIONAL powers.
Hopefully, SCOTUS will quickly intervene to nullify this atrocity!!
