The roads are pretty much clear. Yet, the drivers are not showing up. Why? Everything is unloaded in the harbors waiting to be distributed. WTF

Roads and bridges are washed out. Debris has not been cleared from roads. So a lot of basic work has to be done, unless they use helicopters to ferry supplies.
There are military personnel and equipment being put there, and 3000 containers of food, medicine and fuel sitting on the docks. Need to distribute it.
Like 40 out of 51 hospitals are open.
