That whole thing was debunked yesterday. Those were strobe lights of some kind that were probably activated when the smoke alarms were triggered from the perp's ammunition smoking off.

A Freeper pointed out yesterday that those flashes could still be seen hours after the incident ended. That should have been a clue right there.
