The only way to make a change is for the state to be put into receivership, the management purged, unions eliminated and a complete restart of the government. But it wont happen.

Unfortunately, even if you were able to ‘clean the slate’, with the existing rules and processes in place, you’re back to where you began in no time.
And, IMO, I don’t care WHAT State you’re in/from/going, they’re all on the same path, just at different speeds and the rules will stay the same (govt gotta be govt)
To be fair, this has been going on long before Obama arrived on the scene. I worked at Veterans Hospital for a few months in the early 70s. Nobody did anything productive unless they were being directly observed by a supervisor. Guys would run lawn mowers parked out of sight of their supervisors direct vision. Just sit there with the lawn mower running, but not mowing. It was almost as if it were a contest to see who could do the least amount of work and get away with it.
We were supposed to rake leaves and haul them to the local city dump. We’d get a load, and take to the dump and then sit at the dump for a half hour or more, just sitting at the dump with all of its smells to avoid work. It was crazy.
Thanks. I’ll check them out.
Yes, it is.
It has been poorly maintained and it looks quite dirty for a building that was brand new thirty years ago.
The three member districts were removed by an amendment to the Illinois Constitution of 1970 promoted by Pat Quinn. The Cutback Amendment was sold to the voters by the empty promise of saving on legislative salaries and promoting efficiency.
It was an absolute failure as the remaining legislators raised their salaries and many of the political hacks survived while the better legislators were out of office once the 1/3 reduction in legislators took effect in 1982.
Yes, now I remember that.
