We have always named nuke subs after states.

The first ballistic missile nuclear subs (SSBN) were named after Revolutionary figures like Patrick Henry.

Before the Los Angeles class, nuclear attack subs were still named after fish like the previous conventional powered subs.

Adm, Rickover once was asked why we still didn’t name Subs after fish....his response was that fish don’t vote.

A good friend of mine was a LT (j.g.) on the USS Batfish SSN-681, a Sturgeon class attack sub, long since scrapped.
