I would think by now most people would understand what trump is doing.
He sets his first goal, then agrees to negotiate, then claims the negotiations from the other side are not fair, and gets what he wants at the end.
Just like when he was a businessman.
And this worked so well on healthcare.

Here is the problem: In business, Trump was a TERRIBLE negotiator. What he was great at was essentially blackmailing contractors and partners on the backend when he wasn’t able to fulfill his promises.
Trump was not a great developer for this reason, but he was a truly great brander.
So, my point is, Trump was not great at negotiating in a field he ostensibly understood. Why would he suddenly be great at negotiating tax reform?
