What the CIA should do is get out of the Middle East. Without our meddling, Syria and Iraq wouldn't be the mess they are today. Assad hasn't invited the US into Syria; we're an invasion force. Lebanon has a right to whatever allies it chooses. Let Syria, Iran, and the Kurds sort it out.
The problem with what you say is that it results in thousands of “returning” ISIS jihadis returning to the West to set themselves off.

They’d be a different king of mess that we’d be turning a blind eye to. And eventually, they would become a mess we could no longer ignore. So, it’s just a matter of now or later.
