I’m thinkin’ if you’ve missed your target after the 100th round, you should probably hang it up and call it a day!
I'm leaning towards a screwed up gun sale sting and the shooting took place after they guy was dead. Given the lack of information that normally would have been released - especially since they declared it is a single shooter - then something else makes more sense that the "he did it" option.
One - his car with the tanerite was parked on the opposite side of the hotel.
Two - he was using the noise from the concert to drill.
Three - getting caught drilling by the security guard startled him and that’s what cause him to start shooting.
Four - the shooting didn’t start until the last song at the concert.
A few more minutes and the crowd would have been leaving. He wasn’t ready for whatever he’d planned.
