News to me! The Army reserve the right to use hollow points.

“...A grey area of international law has always been the treatment of irregular fighters. The Great Powers did not appreciate participation by non-nation state actors in their conflicts. At the 1899 Hague Conference, the Martens Clause determined that non-uniformed insurgents were unlawful combatants subject to execution on capture. This means that according to Hague, the laws of warfare do not apply to guerrillas. pirates and terrorists.

“....The Army has long reserved the right to use hollow points “where it saw a need.” Specified Army commands, Military Police, and Special Mission Units, have been issued hollow points in the past.....”

This means that according to Hague, the laws of warfare do not apply to guerrillas. pirates and terrorists.

During the Tet offensive, a VC guerrilla was executed by Nguyễn Ngọc Loan, chief of nation police, in front of photographers who filmed the then infamous scene.

It was used by the networks and the anti war protesters as proof that America had supported the "wrong side" in the conflict

It wasn't revealed at the time but the dead VC was part of a group that assassinated civilians associated with the South Vietnamese government and wasn't wearing any recognizable emblem.

Their acts were considered outside normal by all Geneva Convention Accord protections. The chief was well within the law to give "summarily execution" despite the liberal outrage at the time.
